First joint European Union / UNESCO technical assistance project contributing to the implementation of the Convention, it aims to strengthen the system of governance for culture in developing countries and reinforce the role of culture as a vector for sustainable development and poverty reduction.

This project will involve technical assistance missions to be undertaken by specialists in the field of cultural policies chosen from a pre-selected pool of experts. The assistance will be based on the needs and priorities identified by beneficiary countries through an application procedure and will endeavour to support them in their efforts to:

- establish legal, regulatory and/or institutional frameworks necessary to develop the culture sector in their country; and

- introduce policies that address the role of culture in social and economic development, particularly through the cultural industries.
